Changes in NSW Early Childhood Regulation and What They Mean for Childcare Staffing

Over the past year, the NSW government has rolled out a range of reforms to better safeguard children in childcare environments. These changes are reshaping the industry by tightening compliance requirements. Key Changes and What They Mean for Your Centre

 

Self-Assessment and Quality Improvement Planning (SAT/QIP):

Since 1 July 2026, the Assessment and Rating process has been strengthened. The NSW Early Learning Commission has emphasised the importance of continuous centre improvement. Centres are expected to maintain high-quality care and critically reflect on areas of improvement. The NSW Government has created a portal where childcare providers and their educators can specify their goals and areas of growth within each quality area. This portal allows centres to reflect on their regulatory compliance and key practices, and to document their records in readiness for compliance officer visits. For staffing, this means that centres can be more proactive and plan based on past attendances.

 

New Transparency Obligations

Since 12 August 2026, providers must display their quality and compliance history information at their service. This allows families to see their centre's compliance records, creating greater accountability.

 

Enhancements to Assessment and Rating:

From 1 January 2027, inactive Assessment and Rating periods will be removed, reinforcing the expectation that quality is demonstrated every day. This means the NSW Regulatory Authority can visit your centre at any time to assess your compliance and the quality of your service against the National Quality Framework. This places greater accountability on centres to uphold a certain standard of care and maintain educator-to-child ratios.

 

Upgrades to the Government’s Starting Blocks Website:

The government's website has been updated to show actions against services that have compliance breaches. This allows families to make informed decisions regarding the care of their children.
